The Grand Canyon is the cover picture for a new report on alternatives for solving Arizona's budget crisis. It could symbolize the massive size of the deficit: $3 billion, about a third of the General Fund budget for fiscal 2010.
The magnitude is so breathtaking, says the report by the Fiscal Alternative Choices Team, that we can't cut our way to a solution without radically changing Arizona's future and our basic government services.
The team of experts, assembled by Arizona universities, came up with a promising and provocative list of other approaches. Equally important, their report provides a valuable perspective on our budget challenge.
